The topline:
An underpaid police chief does a deal with the mafia, he then goes back on that deal and they kidnap his family the rest of the movie is spent trying to find them.   

An underpaid police chief is approached by the mafia with a proposition. They can give the precinct extra funding if the police chief looks the other way when the mafia commits a crime. The chief replies yes with every one's best interest in mind but feels like he has tarnished his dignity. It then cuts to a few years later and the chief is having his first child, he is in ecstasy until a few days later he has to look away from an armed robbery that injured a mother and her child. The police chief decides he has had enough and he arrests the culprits. that night his wife and child are gone the final shot being of him reading a note saying "You took some of ours, now we have taken yours. release our men or you will never see them again."

The big questions being:
What will the police chief do? Go to his team and explain everything or try and pull it off by himself. The second one being will he ever see his wife and child again.
